Overview

As a major U.S. defense contractor based in Massachusetts, Raytheon sought to do more work in the state. Primarily, Raytheon sought to modernize the state’s research and development tax credit program to incentivize the company to continue conducting more R&D in Massachusetts. Given the significant competition between states for companies in the manufacturing sector, it was essential for the state to take steps to make itself more competitive.

 

Our work

Our team worked with the host delegation to file legislation that would modernize the R&D tax credit and monitored it closely throughout the legislative process. We knew it was crucial to put this on the front end of the bill and thus developed a messaging platform that tied back to economic development and job retention. Additionally, we built a state-wide coalition of similar businesses and trade associations. We organized a grassroots campaign in which the coalition partnered with Raytheon suppliers to weigh in with key legislators and advocate for Raytheon’s initiative.
